This is a very different set of is...Thanks Tom. <br /><br /><br />This is a very different set of issues than enhancing parking rules and administrative practices to narrowly incentivize riding. For this broader social concern, I'd like to see municipalities administer parking in high-demand areas by strategically mixing free and paid locations. So drivers would go hoping to 'win', but take a paid location if they 'lost'. Lotteries work best for everyone in these situations. But a government and leadership must be very strong to do it this way. Few leaders and governments are so able.<br /><br /><br />Mouseland was cool to watch.
